A Brief History of the Library:
The Joseph Patch Library was incorporated in 1799 as the Warren and Wentworth Social Library and was not a public library at the time. Each Proprietor (member) of the library paid $5 for a membership that could be transferred or willed to another person.
In 1851, the Warren Ladies Library Association was established, and the Warren Public Library opened in 1893. Originally kept at private residences, the library collection would not have a permanent home until our building was opened in 1913.
The Robb S. Evans Reading Room was built in 1999 to accommodate our expanding collection, to provide a relaxed reading area and to add a meeting and program space.

The Town Administrator is the chief administrative officer for the Board of Selectmen and is responsible for duties assigned by them. The Town Administrator coordinates, directs, and plans the workflow of the administrative functions of the Town and oversees the overall operation of the Town; manages the office of the Board of Selectmen; and acts as liaison between and establishes effective working relationships with and among all elected officials, boards, commissions, departments, committees, employees, and the public. The Town Administrator also is responsible for the preparation of the annual budget and warrant.
The Town Administrator holds public office hours Monday through Wednesday from 9 am to 12 pm and is also available for appointment.

DUTIES OF THE SUPERVISORS
Determine if an applicant is legally qualified to vote, and; Update the Checklist of registered voters, which includes:
•entering newly registered voters •making name changes and corrections •making address changes and corrections •removing voters no longer eligible to vote in Warren •changing party affiliations as the law permits
DETERMINE QUALIFICATIONS OF VOTING APPLICANTS
When determining the qualifications of an applicant, the Supervisors of the Checklist shall require the applicant to present proof of identity, citizenship, age, and domicile. (RSA 654:12).
IDENTITY: A driver’s license or non-driver ID from any state satisfies proof of identity and age.
CITIZENSHIP: The following will be accepted as proof of Citizenship: birth certificate, a passport, and naturalization papers if the applicant is a naturalized citizen, or any other reasonable documentation which indicates the applicant is a U.S. citizen. Note: A New Hampshire Real ID compliant driver's license is NOT proof of U.S. Citizenship. If documentation is not available, a Qualified Affidavit will be completed and sworn to in the presence of an authorized election official.
AGE: Any reasonable documentation indicating the applicant is 18 years of age or older. If documentation is not available, a Qualified Affidavit will be completed and sworn to in the presence of an authorized election official.
DOMICILE: Any one of the following documents can be submitted as presumptive evidence that the applicant meets the domicile requirement: New Hampshire driver’s license, New Hampshire vehicle registration, Armed services ID or other photo ID issued by the U.S. government, a utility bill with current address. If documentation is not available, a Qualified Affidavit will be completed and sworn to in the presence of an authorized election official.
ELECTION DAY REGISTRATION
The Supervisors of the Checklist are present at the polls on Election Day at which time qualified Warren residents may register to vote, change name, change address and/or party affiliation. A person who registers to vote on election day will be required to complete the application for voter registration form and shall be required to produce appropriate proof of qualifications as provided in RSA 654:12.

Duties & Responsibilities:
The Tax Collector is responsible for the billing and collecting of property taxes, yield taxes, current use taxes, excavation taxes and betterment taxes. The Tax Collector is also responsible for the tax lien and tax deeding procedures, and appropriate financial recording and reporting to the Division of Revenue Administration, Town Treasurer, Board of Selectmen and to the general public.

Warren is a member of Pemi Baker Solid Waste District. Ask the attendant for information about upcoming household hazardous waste days, typically in Plymouth and Littleton.
Effective January 1, 2008, the disposal of mercury-containing products at landfills, transfer stations and incinerators is prohibited. However, the ban does not include the recycling of these items at solid waste facilities. Fluorescent lights and other mercury-containing products such as thermometers, thermostats, electrical switches, mercury button cell batteries can be brought to the Warren Transfer Station during normal business hours.
The Town Treasurer:
• is responsible for the custody, deposit, and disbursement of town funds in compliance with detailed statutory standards.
• submits books, vouchers and statements to the Selectboard and to the town auditors whenever requested.
• may delegate deposit, investment, recordkeeping or reconciliation functions to other town officials or employees provided such delegation is in writing and includes written procedures acceptable to the Selectboard or Town
Administrator.
• invests excess funds in accordance with the Selectboard’s investment policy.
• pays out town money on orders of the select board, with certain exceptions which allow other entities to request funds.
Responsibilities
• Manage town funds and uphold their fiduciary duty to the town.
• Keep adequate records of all transactions.
• Review and authorize accounts payable and payroll.

There are three Trustees who are elected by the Town and hold office for three years. They oversee the trust funds and capital reserves of the Town in conjunction with the investment services of New Hampshire Public Deposit Investment Pool.
